This is a beautifully detailed and inflated sea urchin fossil of the genus/species Hemipneustes striatoradiatus, collected from Ében-Émael, Belgium. It's Cretaceous, Maastrichtian Stage in age, or approximately 66 - 72.2 million years old.

They move along the bottom of the ocean using many small feet while feeding on various plant and animal matter.
